You cant really compare seat belts to life jackets. On a boat you can fall overboard for so many reasons and alot of them are out of the helmsmans control. Could be 1 slight missjudgemen from any one of the other boaters using the same waterway. Crew have evem less or no co trol.of any situation in a boat. Life jacket required 100% of the time full stop...
Driving is quite different, a lot more of it is in your own hands and experienced guys should be able to make the call themself.
If i was in someones car and they forced me to wear a seat belt on a straight highway with little traffic I would never come back. After a lifetime in cars I have worked when I need one...
