Permission to Sail

We are bareboating a boat in greece this september.
The charter agent says we need a permission to sail from the Greek Coast Guard. We are currently planning to get our ICC certificates. The only other place we've chartered from is the BVI's and they didn't require this.
Is a " permission to sail" from the coast guard a common request for Greek Bareboat charters?
I saw under the impression the charterer would be the one to detemine if you were qualified to rent the boat?

I figure like most places you can get "permission to sail" by turning over some of the contents of your wallet

That will just get you arrested
Greece. Requires some proof of competency. An icc isn't required. A national certificate will suffice.

I can see the charter people wanting proof of experience before they rent you a boat, but something to give to the coast guard pryor to sail?
Has anyone out there bareboated out of Greece?
Other than an ICC , was anything else required?
