Let me see if I understand this. Say the boats home port registration is California when I buy the boat, but I want to change the home port registration to Colorado, am I still liable for sales tax in California?

only if you keep it in kali. if you keep it outside kali, say , in ensenada, you are fine. but ye has to keep it out of kali for loooong time.. when i left kali the duration was one full year. i left in april. 2011. you have 30 days to get it out of kali if it is there at time of purchase yau must let kali state board of equalization know you are on way out of state or not intending to keep it in state.

The boat is in La Paz. Not only am I not taking it to California, I am probably not going to take it anywhere in the U.S. So if I register it in Colorado but never take it there, I do not have to pay taxes on that boat. True or not?

you will not have to pay sales tax on a boat not brought into usa for a specified length of time. as long as it is documented if you state reg it with dmv, all bets are off

Okay, just buy the boat, get all the proper doc's in my name, don't register with dmv anywhere, don't bring it to the U.S.

correct-- keep it out of usa for a year. then no sales tax (unless ye dmv it somewhere).
