Marine survey in Greece Tax

Hi,
I have just got a quote for a yacht survey in Greece. It has a tax of 25% added.
I do not live in Europe.
Normally if I purchase goods from Europe I am tax exempt. I have never had to pay any tax.

Does anyone have knowledge in this area as to wether I need to pay the 25% tax?

If this is the VAT, then you have to pay it even as foreigner on all goods and services you consume in the country. The survey could be considered as such.

You aren't tax-exempt, you just have the option to export goods or services and get the VAT back, which is done by some dealers through not charging it in the first place to you.
