MAIB report on grounding of cargo vessel Priscilla

I am a big fan of the UK MAIB casualty reports - there is always something to be learned in them.


This one is a sad (as in pathetic) story. Thankfully no loss of life.

It took over a year for MAIB to suggest that the owner/operator should have watch standers pay more attention so they didn’t run into things? THAT is pathetic. This report should strike fear in the hearts of anyone crossing commercial vessels at night. This guy was warned TWICE over the radio by maritime authorities that he was headed into danger, and still ran up on the rocks. Little chance someone like that will pay any attention at all to calls from a sailboat.

This is where AIS and DSC are really useful. Not only can you now call them by name, but if you make a DSC call their radio will beep at them until they get off their arse and do something about it.

Well, in defense of the MAIB folks, they still publish more often and with less delay than our USCG... And I would argue that their reports also focus more often on the key issues rather than ancillary topics.


In any event, my conclusion was the same as yours. Although the level of training for commercial vessels is higher than for recreational boats, one never knows who is on the bridge and whether they know what they are doing or even paying attention.

Open the link, at the top is shown a picture of the vessel run aground.

Perhaps indicative of nothing, but are those really anchors on the bows? They look like pasties. They look like flat plates welded into the resemblance of an anchor. The port anchor offers a side view which shows it isn't very thick, ie no weight. The design and the size might be appropriate for the ship's launch.

BTW: the subject of this report is why I stopped in the main calling commercial traffic.

Apologies for only reading the summary. Do you know if the vessel was lost because of this grounding? Or, were they able to re-float her?

A general comment here, it is like chaos is always moments away, sometimes WE get caught up in it; and others, it avoids us.

According to the report, vessel was refloated after partial unloading and with two tugs assisting. Substantial bottom damage - the photos did not look good.

Have I read the correctly, he was an unqualified cadet alone on the bridge at night having been drinking the night before because it was his birthday

The Captain should be in jail.

No, it was the 'maritime officer'...

'The maritime officer was a 23-year-old Dutch national who held a combined
deck and engineering qualification with certification issued in February 2018. The maritime officer typically spent 2 hours a day in the engine room in addition to bridge watchkeeping, and expressed a preference for engineering duties. He had also been experiencing some feelings of anxiety and restlessness caused by the illness of a family member.'

Probably also afraid of the dark.....

In the engine room the radio doesn’t interrupt the movies. If he was actually anxious and restless he might have noticed where they were heading and been alert enough to avoid rocks after getting two warnings.

They can lay down as many new procedures as they like... even throw in a few checklists for good measure.... but idiots will always walk amongst us.... make something more foolproof and you will just be issued with a bigger fool.....

Sounds suspiciously like the incident near Corsica where the ferry "Ulysse" hit the anchored container ship "CSL Virginia" amidships at cruise speed.

Ann, do you mean to say that we are helpless to stave off chaos from interfering with our plans?

If so, I take exception for what of training, experience, and the knowledge gotten from others? Plus, just keeping a cool head.

Surely you've heard the witticism that a superior pilot uses his superior judgement to avoid situations which require his superior skill.

Yes, chaos is always lurking but our duty is to keep it at bay. Not all should fall to chaos. Chaos shall rise up to smite thee in thine folly.

Yes, you are right. The CSL Virginia and ferry Uysses collision has some parallels. Most notably, the watchkeeper (captain) being distracted by using his cell phone on watch, while alone on the bridge.


"Maritime safety investigators from France, Tunisia, and Cyprus have determined following a three-month probe that a collision between a Ro-Pax ferry and a containership in the Mediterranean on October 7, 2018, was a direct result of human error by crews on both vessels. The investigators revealed on Monday, January 7, their findings on the incident. It was discovered that the captain of the Tunisian-flagged Ro-Pax Ulysse was alone on the bridge and preoccupied on his personal mobile phone instead of closely monitoring the ship’s radar at the time of the collision."

The ownerperator already knew that watch-standers should pay more attention.

MAIB took a year to check on all the secondary issues that might have contributed, to check alternative theories for the reason for the grounding, to sift thru all the incomplete, self serving and/or poorly remembered testimony and to have various meetings with all the investigator to come to a consensus before finally writing the report.

That kind of thoroughness is not pathetic, it’s what is required to produce reports that pretty much stand above reproach.
