We live on our boat 100% of the time. My wife and I sailed from St. Augustine, Florida, to Townsville, Australia, about 15,000 miles, and we're in the middle of a circumnavigation. We are currently in the Townsville Yacht Club, and haven't actually operated the boat under sail or power since the end of June. Yet, we consider ourselves to be cruising 100% of the time, always. If we are not in a marina, or at anchor, then we are sailing, but at the same time we are still cruising. So, the premise of the survey is not definitive or unique.

Right now, because of the world-wide pandemic and because it is cyclone season down here, the boat is not moving. We'll be here for at least another 6 months until the world situation and the weather change to allow us to move onto the next stage of our voyage. It's cruising 100%, and sailing when the boat actually moves. It is not an either or situation, one does not exclude the other.
