HELP how dispute boat tax california

Lived in California for all of my 76 years, as has my wife although she is a few years younger. The bureaucrats (public and private), legislators, and governators have slaughtered the golden goose, and eaten the eggs, while the politicians at all levels of government have managed to destroy the joy of living here. The climate is still great, and air quality has improved, but the tax situation, despite Prop 13, has deteriorated. This is why we are selling our real property, and moving our hull (no error) estate to another place. But I am not saying where, except to say there is no Rose Parade to attract the cold ones, and the water and air are usually acceptable. Oh, the internet is not so good.
