Government Programs
It doesn't seem like the government does a very good job spending tax dollars but I gotta praise NOAA for releasing charts, software, and Coast Pilots. Office of Coast Survey - United States Coast Pilot

Well-deserved praise, indeed! Note that the British Admiralty charges for their electronic charts, and forbids publication of them in cost-free form.
