Documenting a Foreign Vessel?

How does one get US documentation on a vessel purchased in a foreign country flagged in that country? I don't plan on bringing it to US waters for a number of years.

If you are a USA citizen then its not hard (assuming no other complicating factors). Just visit the NVDC site for forms & instructions.
