You don't need a license.
If you have experience with dutch rivers intensive traffic en know how to handle the current, it must be possible ,but every trip has it's riscs. I wouldn't do it without on outboard to enter locks laks en to avoid collision. Barges will have all the time priority. Stay out of the buoys.
