Canadian Flag Size?
I think many Canadians are proud, and hey, why not? Canada is a great country!
That said, can anybody explain why whenever I see Canadians they have these like giant-sized flags that look like they would be more appropriate on a flag pole in front of a school or government office rather than hanging off the transom of a small cruising boat?
Are normal yacht sized flags just not available in Canada? Or are Canadians just that proud?

The latter.
More realistically, maybe the flag was a last-minute purchase before going offshore.
We managed to find some properly-sized flags for our modest vessel.

As the OP's table says, a decent size for a flag is, inches on the fly (approximately) equals feet LOA of the boat. I have to agree with Lake-effect, if the OP sees fit to be impressed by oversized flags on Canadian vessels, they have high morale.
Incidentally, on proper Canadian flags the fly is twice the hoist.
Proper sized Canadian flags are available, of course...

A small shopkeeper gave us this flag to use as a courtesy flag. The people in Nova Scotia are very nice and friendly, she refused any payment and this was probably her personal flag for her shop.

Even though our boat is 48 feet in length, we fly a 2x3 country flag. This is because I read somewhere that a foreign courtesy flag should be the same size as the country flag. It should also be flown at the same height.

Never heard that before, and in practicality can't see how that works. Typically the ensign is flown at the stern and the courtesy flag from the spreader.
To the OP, I don't recall seeing Canadian flags being out-of-step with the norm, but then from some of the responses here, I wonder if too many may be undersizing their ensigns? My ensign agrees with the chart you posted (4' fly on a 47ft ketch) and it looks large.

Size ratio has something to do with it.
A 3' US flag would be 3'X5' a Canadian flag is 3'X6'.

We go with the one inch to one foot rule so for our 45' boat we had a 48" flag (they only come in a few sizes of course). Our courtesy flags were typically 12" x 18". I think a lot of people fly flags that are too small, good flags are not cheap. I have seen older photos of traditional New England sailboats and they chose flags that almost touched the water. Of course lower transoms than many newer designs.

It's reality. When I moved here, I just got one with the same short dimension, it was, of course, longer. Still looks fine based on the tables.

I don't know where you read that, but it's just wrong. The courtesy flag is practically always smaller than your ensign (and there's nothing disrespectful about that). It is also normally flown from just below the starboard spreader, whereas your ensign is flown off the transom or the backstay (either way your ensign is almost always lower than the courtesy flag).
