Question Can You Safely Sail Coast to Coast

i am wanting to buy a small boat around 20ft to 30ft due to funds. at the moment im looking at getting. loftus bennet 2 birth 70hp mercury single outboard. is it safe to cruise with this size boat. and whare can i go. and what countrys to avoid. and whats the laws on mooring as you travel the coast. starting from the uk near dover.
