Nobody does extensive work on a keel because of a couple of barnacles, try a boatfax look to get a boat history report from vin number, the hull number. It they went though issuance it’s on the report.
I refuted my vessel purchased from Sunsail by the previous owner, I did a refit but the hull was pristine all new water lines are important on retired charter vessels black, gray, hot, cold, and salt lines are a must.

That boat sounds like there’s some soft fiberglass around that keel compromised from the impact.
