I personally prefer (and have) a deck pipe with a free plate (it's attached to the pipe fitting by a short length of wire rope) that slides in and out. I don't have a good pix of my own chain deck pipe, so I looked on the Net.

Now you made me look around for a better chain pipe design.

It doesn't answer the OP's need to close it off but it does look like a better design that would make the chain a little quieter going in/out. (If you don't have a straight drop down e.g. Ideal windlass)

It's a Maxwell chain pipe w/roller

On my Lofrans windless the chain drops straight down into the chain locker. I hooked up a stopper to the end of the chain when underway. No water gets in.

Block it off by stuffing a soap-less stainless steel scouring pad or two around the chain. You get about six of 'em for three bucks. That lets the chain locker breathe but keeps out roaches and mice.

For stopping seawater when on a passage, I put a plug of putty in the chain link at the mouth of the hawse pipe, then cover the mouth of the pipe and the putty-filled chain link with Denso tape. No water gets past that.

Wipe it all down after the passage with a rag dipped in kerosene.
