There are no tax form implications of paying people $15. 1099 forms aren't relevant until around $600.

What they could do, is change their upload process so that their server watermarked every upload, and also checked every upload to see if there was a previous watermark (and therefore a previous copyright) on it. That's donkey work, Gargoyle and YoRube! both have hundreds of thousands of donkeys to do it.
It sounds more like they made a decision that "hobby" accounts will be allowed to continue free of charge--and free of the expenses to maintain them--and after a 10,000 view threshold, they'll be considered commercial customers.
With Facebook and others getting into the business this year and competition becoming a bigger issue, I'd expect a lot of financial changes from all of them.

I find it hard to believe anyone is outraged by the loss of a "potential" $0.30
The ones I could think are those people who scream foul when countries get rid their penny, or cent or whatever the currency and then round up prices on even numbers and down on odd numbers.

I am still amazed we still have pennies, although with most transactions now electronic it doesn't matter. Interestingly, the ABC stores in NC eliminated them decades ago and went to 5 cents as the lowest denomination.

Ah, get ready for a faceplant, guys.
In America we are authorized to have currency that includes dollars, cents, and MILS. I'd bet that no one here has ever received a mil, and the treasury has never coined them, in our lifetimes.
Mils? Yeah, that's when you see gasoline priced at $2.699 per gallon. Those pesky extra "9"s at the end are mils.
The only other place I've seen using mils was the Eastman Kodak Company, which used to price commercial film (i.e. rolls of film sold to your camera shop) with mils. And they didn't always magically end in 9 mils, either.
So, yeah, the US has already gotten rid of our small change. AFAIK they never coined it, they just provided for it. But there's the precedent for getting rid of the penny. Of course they can't get rid of the dollar, until the folks with mattresses stuffed full of them convert to Bitcoin. (sigh)
Funny thing, if your gasoline purchase is $4.999, your gas station is overcharging you when they ask for five dollars. Ahem.

Decades ago the US Military stopped using pennies in overseas Commissaries, Exchanges etc.
The penny cost more than 1c to manufacture and if I were King for a day, I'd get rid of it.

Funny thing about pennies. Downhill skiers hate to carry around pocket change. Except, cafeterias at ski areas need to make change and charge sales tax, which keeps creating odd penny amounts. But they solved that decades ago. Some (most?) states allow "tax inclusive" prices, so instead of charging $5.95 plus 7% tax for a burger...which becomes $6.37...The cafeteria simply charges $6.40 or $6.35 or whatever, tax included. And there are no odd pennies.
Pennies are only a problem when folks try to use them in the fuse box.

i'm really cheap when it comes to bargains,but if i could sell something that phsyically does not exist,apart from in a digital format,that i only have to make once,millions and millions of times over for a dollar every 1000 times it is used,to half the worlds population, once,every day,i would probably not worry too much about pennies either.....
