The Future for Kuna Indians, Kuna Yala and San Blas, Panama

A general question looking for any updated knowledge of developments. I understand the Kuna Congresso is meeting, yet again this month, (28th nov 2011) to determine 'how much more tough' they hope to be with tourists and cruisers in their comarca. Is this correct? This cycle has been going on for years, but my question is 'are there going to be any more significant effects upon us as cruisers in San Blas, or even land tourists (friends) travelling in to Kuna yala?' Will cruising permits go up markedly? Beach taxes and so on? Those who occasionally take paying guests to mitigate maintenance etc? how will they be affected?
