I might add that during the VHF cruisers net this morning where the port captain stated this new requirement, he also indicated that they were going to start mandating that those boats flying a worn Panamanian Flag, or flying the flag in the wrong position, would have to correct it.... no indication of what would happen if one did not correct it. Possibly another fine?
One wonders..... We had two boardings in the anchorage a little over a week ago, one of which resulted in a very brutal armed robbery, rape and intentional damage to the boat. The crusing community is in an uproar, and complaining about security (which there is none). Now we have to pay $160 per person to run our outboards, and they are complaining about the quality of our Panamanian courtesy flags..... Possibly harassment to quell our uproar?

Yeah, when Jennie gets back we are heading to the San Blas, through the Canal and probably never coming back. We don't want to miss out on the amazing cruising grounds, but the Panamanian Government is pretty oblivious to the effect this will have on local economies. Once again, you can only vote with your boat. Time to move on soon I guess.

We would have been out of here after the boarding last week, if it we were not waiting on some boat parts to arrive. We are in agreement, we are out of here ASAP - San Blas and then the canal here we come as well. The wife just said that too me after the net this am, She has had it up to here with Bocas....

That is just common sense... Why do you need the Harbor Master to tell you that? Although a lot of cruisers "forget" and fly the host country's courtesy flag until it disintegrates off the halyard...
The fact is when you fly a courtesy flag, you are showing respect to the host country.
So flying a worn, torn or oil stained host country flag, or worse, flying it upside down, you are being disrespectful and in some countries, violating the host countries laws concerning flag display.
In other words some countries will fine you, jail you or impound your boat if you screw with their flag...

Ok, now the port captain is back tracking and saying it is not for cruisers, but residents.. He didn't say this on the net in the morning so we were ll a little confused/pissed off.

Yes, our port captian was apparently interviewed by Mr. Winner of the Panama Guide, and denied that he said anything that he said on the VHF cruisers net this morning. There were 30 or so on the net this morning, and I have yet to hear any of them question the clarity of what our port captian said. Not only did he say it, he was questioned by a number of cruisers to clarify what we thought we heard, and the final confirmation was that "anyone with an outboard has to buy this license, including boats in transit". There was no question about what he said. Welcome to Panama, what do we do now?

Whilst a resident small boat owner in Panama at least ten years ago it was obligatory to get what I would term seaman’s papers to operate a boat. This is probably what the authorities are trying to enforce, if so its not new.

True, that apparently has been the arrangement for years, as the resident small boat owners tell us. The cruisers here are aware of that. What was presented this morning was that the rule now extended to anyone, including transit yachts, and as such, the crusiers had to pay $160 (plus 8) next week, per person, to operate an outboard here. The port captain in his inteview with Don Winner, indicated that he never said this applied to the transient cruisers. However, there are many here that heard exactly what he said, and if the message was not intended for the cruisers, then why did he break into the cruisers net to announce the new rule?

Correct!! And after a boarding, robbery and rape in the anchorage, of which no authority joined our cruisers net to give us updates, now they break in to tell us our courtesy flags are dirty, and they intend to correct this situation. Hmmmmm.....
