These things always make me wonder about the detail behind the numbers...

Is this a case of a couple of big busts or is it just focusing on smaller seizures?

Whilst $10k is a lot of money, with inflation as it is, I would not be surprised to learn that some people travel with an amount close to that for emergencies or ease of access.

Given that Canada and the Bahamas are the only two countries currently allowing U.S. Homeland Security to have PreClearance allowing such money to be seized in those countries instead of arrival back in the U.S., this really isn't all that surprising.

It's not like I'd expect more people to try to bring undeclared money into the U.S. via Calgary.
