I have used Tropical Shipping and Four-Star cargo in St. Martin. You buy the items in the USA and have them sent to the shipper's Florida address. They then ask if you want them shipped to St. Martin or Air-freighted and once you've decided you wait a day in the case of air-freight or 3-4 days in the case of cargo shipping and then pick up the items. Just the fixed fees from the shipper are added onto the price. No duties, taxes or other fees.

Normally you use a customs broker

Procedures differ by country

Typically you pay the duty , then are refunded this duty When you check out of the country

I used Carib Trans out of Miami (don’t love them) and shipped directly to Curacao Marine (Marina). The marina took care of all the local paperwork and I paid the marina directly for the service and fees.
