They are only referred to as a fleet or flotilla if they are moving together in a deliberately coordinated fashion... Not if they are a bunch of unrelated bareboat charters doing their own thing... Then they are definitely a "herd".

Hmm... they aren't a "pride", could be considered a "flock" but might also fit into the categories of "unruly mob", "infestation" or "school"...
