Best stragety for SCUBA diving the Key Largo reefs

What is the best way to SCUBA dive the reefs in Key Largo while cruising?

Those familiar with the area will know that the reefs are roughly 3-4 miles offshore, typically with 2-3 foot waves, and that there aren't many good anchorages in Hawk Channel, nor marinas for boats that draw much more than 4'.

I suppose one choice would be to stay at BKH and take the bus to the dive ops in Key Largo and pay $100 a day to be taken out to the reefs.

Are there better alternatives?
