Scuba diving in Greece from a bareboat

We're getting ready to bareboat for the first time in Greece (first time in Greece, not first time bareboating).

In a back and forth with the charter company, I inquired about SCUBA tanks and was told:

"Diving with a bottle/Scuba diving is permitted only with instructor in Greece.
Without bottle you are free to dive."

Is this still true? For instance, this article seems to suggest that the law changed in 2006. A Complete Guide to Scuba Diving in Greece | GreekReporter.com

I've asked for clarification from the broker, but it seems worth throwing this question out to the larger community. We're leaving out of Athens. Is it possible to obtain tanks, load them on our yacht, and dive freely within Greece as non-citizens?

Personally, I don't think anyone knows, even the Coast Guard. I've been told that the law did change and you can dive without an instructor. But they are very sensitive to diving on wreck sites and getting tanks and gear would be difficult, imo. The more practical answer though is "Why", because the diving pretty much sucks everywhere in the Mediterranean. I've tried and tried to get a good dive in and the best has been maybe a 3 out of 10, most a negative 1. There is so much to do and see that wasting your time diving is - a waste.
