What is the current situation in Spain, France and Italy at the moment? I know residents can't travel or even leave their neighborhood.

What about foreign cruisers living on board? Can you move freely between regions and countries?

Don't worry about Spain or France. No problems cruising here, even if some official places might say otherwise. If you can make it onto your boat, you're fine. Marinas are open, you get service.

In which place do you intend to live aboard?

Italy is still locked. in Ligurian sea you can't go sailing
in Tuscany only resident can but only in daylight.
you can't sail from one district to another one (Ligurian to Tuscany)

at least till end of April

Really? We have just sailed to La Spezia trough all of Liguria and said hello to several CG and police units, no comments. Sailing is going on all day here. Crossing regions is not allowed, but is seems that Italians have a pragmatic viewpoint when it comes to sailors. You will need to fill in a health form, if your journey takes more than 6 hours.

My boat is in uscany -Elba island. I can't go there nor go sailing.
my brother has a boat in the ligurian sea and he can't go out of the harbour

maybe you have a non italian flag and CG is less cautious. I'm not aware of the paper to fill, unless you are around fr work/safety reasons

Sorry, but can your brother got it wrong? I am in the boat for anchor now outside La Spezia and people are sailing all over here. No rules that says sailing is forbidden in Liguria.

Attached are the communication from the Ministry of Health and a facsimile of the attachment to be filled in for the purpose of issuing the LPS.

For simplification, the attached LPS must be completed in the case of:
· Pleasure boats with a length of less than 24 meters flying any flag;
· Navigation lasting> 6 hours from national ports;
· Navigation of any duration for boats from foreign ports (Member States of the European Union; States party to the Schengen Agreement; United Kingdom of Great Britain and Northern Ireland; Andorra, Principality of Monaco).

The Liguria regional decree prohibits to non resident in Ligurian county to go on boats until 11th April.
Maybe you see resident boatowners and other not aware of the county rules.

I have no way of knowing that. Season are starting so more and more Italian boats are out sailing here. I see some with UK, French and German flags also. Sailing between regions are also being done I see on AIS. Either the controls are nonexistent, and the rules for recreational sailors are not that strict, or people take the chance. Our experience is that some marinas require that you send in self declaration to .sanita before you arrive, others don’t care.

Also, the CG is not stopping anyone I have seen so far, including us.
