Certification needed for Greek waters

A friend is interested in buying a share in my boat in Greece. He is a good sailor and lots of years experience. However he has no formal qualifications. Does he need certification to sail in Greece?

I have an ICC card and do the DEKPA paperwork etc.

From what I've heard, no one checks if you are on your boat... It might be an issue if you are involved in an accident though.

When you charter a boat, I would think, they have to check.

icc is sufficient for sure, rya certifications I am not sure - one could try hitting a coast guard vessel and see what papers they're asking....

We have ASA and I think we had to produce our quals once or twice in Greece. In other countries it is required.

My license was checked in the Dodecanese.

They rarely check but you should have a costal Sailing certificate feom an accredited organisation recognized by the international federation of sailing schools, especially if you plan to charter because they will surely ask for it.

Australia to the best of my understanding, does not have a national certification process for yachties. I have a state certification.
Have sailed for years in Greece where we keep a BAV42 but have never been asked about a sailing ticket.
Any suggestions?

I have had my boat in Greece for the past 8 years under British flag and have been required to show my ICC (a/o my RYA skipper cert) on 3 occasions to the port police. It is rare, however whoever is the skipper at the time shouldbe able to show a correct set of papers if required.

My first thought is to check with your insurance company that they will insure him to skipper the yacht if he will be a part owner based on his situation eg experienced but not certificated.
Secondly he would need to be listed on the Greek DEKPA but this would not be an issue. When completing the paperwork instead of showing his ICC he would need to complete one of their forms (I think it's an "Apostile" but they will know) which he states that whilst not having a certificate he has the skills, experience and knowledge to skipper the specific yacht. I went with a 70+yr old Dutchman who had no certification but had sailed around the world for 50 yrs to do this in order to get his DEKPA. It was straight forward.
My experience is that the Greeks want to check you have "their" documents eg DEKPA and from this season their new cruising tax, and a Greek translation of your insurance document.
My perception is that there are a number of countries that don't require you to be "certificated" to sail your own yacht! Chartering and getting insurance etc, however, is very different!

I've only been in Greece 10 years and the Med 15 - asked for documents 5 times, ICC checked on one occasion.
Strictly speaking an ICC is the minmum required in most Med countries - probably in preference to RYA qualifications.

They expect you to have an ICC or equivalent. I showed them my RYA Day Skipper (which is all you need for the ICC) and that was fine. You don't need RYA Coastal Skipper. Apologies if that wasn't what you meant

Mark Thompson (an Aussie in North America) of Yachting Education offers ICC assessments. My only relationship with Mark Thompson and Yachting Education is as an uncompensated ICC assessment client. See attached document for assessment syllabus.

I've never been asked for it in Spain, Gibraltar, Portugal, Morocco, Tunisia, or Italy.

What is the flag of your boat? (US, Greek, or others?)
Because in EU the certification you need to skipper a boat depend on the rules of the "Flag" (the state where the boat is registred).
If you have a US flag, you need the same certifications that you need to sail in US, if you have a AUS flag you need the same certifications that you need to sail in AUS.....and so on!
