There's a brief but full comparison of wintering options in Malta at Sailing Sicily, Malta and South Italy | JimB Sail which I've just updated, with links to all web sites I could track. As to rates, I've only given broad indications, since they haven't all published next winter's rates. Rates are negotiable - depending whether you want accommodation before the Middle Sea race (high rates!), and whether you want much work done on the boat.

Sliema Creek has free buoys available
Entering grand harbour, on port side, at entrance there is a secluded bay .. too, before Kerkara
