New Caledonia maritime lock down

From a yottie friend who is a New Cal resident/Citizen, received Mar25:

"
Yesterday, the New Caledonian and French governments published a joint
ordinance 9 pages long... Besides imposing a lock-down over the whole
Territory, it also prohibits all nautical activity, professional or
recreational (except the transport of freight by sea) within the
Territory's territorial waters. Visiting yachts from overseas were
banned a week or ten days ago when cruise ships were banned. The
Ordinance took effect at 00:00 this morning."

So, if at sea, NC seems not to be a viable destination.

any mention of what is supposed to happen if you are already at sea when such ban takes effect ?

That's a good question. One can only guess what they would do, but in Tahiti they seem to be allowing reprovisioning and fueling, but not staying on. Not a happy time for voyagers, that's for sure!
