FYI: Update on Covid travel restrictions. The pandemic is a long ways from being over.

Portugal to keep land border with Spain shut, travel restrictions stay in place.

Portuguese Prime Minister Antonio Costa said last Thursday that controls on the country's land border with neighbouring Spain will remain in place at least until Easter to fight the spread of the coronavirus outbreak.


Spain’s regions and the central Health Ministry on Thursday decided to extend the current coronavirus restrictions on social activity at least over Easter week. The preliminary agreement was reached by the Public Health commission, which brings together health officials from the central and regional governments, who are in charge of their own healthcare systems as well as managing the pandemic in their territories. Under the pact, regions will remain under a perimetral lockdown, meaning no one can enter or leave an autonomous region, without a justified reason, such as to go to work. This measure is already in force in all of Spain’s 17 regions, with the exception of Madrid, the Balearic Islands and the Canary Islands, but now will be applied to all regions.

"If we ease the restrictions now, we could have a spike and that would endanger the recovery of the second half of the year."

The regions also agreed to set a curfew between 10pm and 6am during Easter week and to ban large events where crowds form, meaning Spain’s world-famous Easter processions are likely to be canceled. Other measures include a four-person limit on social gatherings in both private and public spaces, regardless of whether they take place indoors or outdoors, and recommendations against members of different households gathering inside the home or other indoor spaces. The preliminary agreement must be ratified next week by the Inter-Territorial Council of the National Health System (CISNS), which is formed by the central Health Ministry and Spain’s regions.

The decision to maintain the restriction on social activity is due to the instability of the epidemiological situation in Spain: while the curve is on a downward trend, transmission levels remain dangerously high. According to the Health Ministry report released on Thursday, the 14-day cumulative number of cases per 100,000 inhabitants now stands at 153.

Speaking about the agreement at a press conference on Thursday, Spain’s secretary of state for health, Silvia Calzón, said: “An important level of consensus has been achieved.” One of the points the Health Ministry and regions agreed to was “not to lower the level of alert the regions are in two weeks prior to Easter, even if the indicators are favorable, and consequently, maintain the measures established at that point in time.”

The only region to oppose the measures was Madrid, which has the highest incidence rate in Spain among the regions, with a 14-day cumulative number of cases per 100,000 inhabitants of 253 – far above the threshold considered to indicate a situation of extreme risk. Only the North African cities of Melilla and Ceuta currently have worse data. Note added:
The region with the worst infection rate is the only one that voted against imposing the perimetral lockdown, go figure, Madrid must be run by Covidiots.

“We know that not every week of the year is the same when it comes to mobility,” said Calzon. “We know from the experience of the past months how it has impacted the rise in transmission. We are at an absolutely critical moment: we are beginning to see the hope of the vaccine, but we have not achieved enough coverage and we also have the threat of other variants that may respond differently to the vaccine,” she added, in reference to the more-infectious strains detected in the United Kingdom, Brazil and South Africa. The Health Ministry also recommended against all non-essential travel.

Spain has halted for at least two weeks the use of the AstraZenca vaccine which will slow considerably the countries very slow roll out of vaccinations. Not all regions are reporting data on vaccination but here is a snap shot of those that have reported recently. Catalonia has administered the first dose to 11% of the 80-and-over population, Galicia to 20%, Extremadura to 25% and Andalusia nearly half. Even in the best-case scenario, there is still a majority of the over 80 years old population left to inject with just the first dose.

Another data snipet from March 2, 2021:
"Spain has administered two doses of the Covid-19 vaccine to 2.6% of the population. Although the pace of the vaccination drive picked up in the last week of February, the rollout has been more or less steady over the month: every day, 0.17% of the population are injected with one dose, which equates to around 500,000 people per week. At this rate, the European Union’s target of vaccinating 70% of the adult population before the end of summer – amounting to 58% of Spain’s total population – will not be met. As the graph below shows, if the current speed of inoculation is maintained, barely 20% of the total population will have received two doses by the end of September."

The virus sets its own timeframe.

I perceive that realistically Spring 2022 is a viable time frame for planning renewed international travel to many developed countries but certainly not universal travel. 2023 is likely to be when the world largely returns to a "new normal".

European Coronavirus Travel Restrictions for U.S. Visitors

The European Union’s ban for American tourists due to the coronavirus situation in the U.S. has left people with many questions:

How long will the EU ban for U.S. visitors last?

Can I get a refund for my canceled trip from the U.S. to the EU?
Americans are choosing to cancel their trips to Europe, given how the U.S. situation is evolving and the uncertainty that surrounds the travel ban being lifted.

According to leading epidemiologists, travel restrictions being loosened depend largely on how successful the U.S. is in controlling the spread of COVID-19. As of writing this quick-guide, there is no deadline for the ban being lifted.

Why are Americans Banned from Visiting Europe?

The reason the travel ban was set in place by European authorities was to prevent further spread of coronavirus throughout the Schengen Countries.

The European Commission regularly reviews the list of third countries eligible for entry.

In general, the EU advises against non-essential travel, especially from at-risk areas.

The U.S. is among the countries most affected by the pandemic, with a high number of cases. That is the reason why the American territory is currently considered epidemiologically at risk by the European Commission.

Moreover, the EU considers the reciprocity principle when deciding on entry restrictions. President Biden extended the travel ban for passengers from Europe, the UK, and Brazil that had been revoked in January 2021 by then-President Donald Trump. The current ban affecting EU citizens plays against the lifting of the European restrictions.

In January 2021, the European authorities announced the following new measures and recommendations for travel to the EU that may affect U.S. passengers:

The introduction of a “dark red area” denomination to the EU’s weekly map of infections to highlight the most affected nations

Mandatory testing and quarantine for travelers from dark red areas

Mandatory testing before and after arrival and quarantine for third-country passengers

When Will Europe Lift Its Travel Ban on U.S. Tourists?

About 15 million U.S. tourists chose Europe as a vacation destination in 2018. Based on these numbers, it is clear to see how travel restrictions in place to protect European lives are also significantly affecting the tourism industry in the area.

In order to be removed from the list of at-risk countries, a nation must report:

Less than 25 new COVID-19 cases per 100 000 inhabitants over the last 14 days

A stable or decreasing trend of new infections over this period when compared to the previous 14 days

More than 300 tests per 100 000 inhabitants in the previous week

Less than 4% positive tests among those carried out in the previous week
Until the U.S. meets the above criteria for the lifting of the EU travel ban, non-essential travel between the United States and the Schengen Area is prohibited.

The anti-COVID travel restrictions are considered temporary measures, the EU normally welcomes American tourists. Travel restrictions should be lifted by the EU once the U.S. has the outbreak under control or is able to negotiate an exception to the European Union ban — whichever comes first.

Indeed. According to the current Schengen rules, EU countries can - for a limited period - introduce border checks at their internal borders if there is a serious threat to public policy or internal security. They must notify the European Commission and the Parliament of such closures. The Commission currently keeps an overview of national Covid-19 restriction measures by country.

TITLE I

GENERAL PROVISIONS

Article 1

Subject matter and principles

This Regulation provides for the absence of border control of persons crossing the internal borders between the Member States of the Union.

It lays down rules governing border control of persons crossing the external borders of the Member States of the Union.

Article 2

Definitions

For the purposes of this Regulation the following definitions apply:


21. ‘threat to public health’ means any disease with epidemic potential as defined by the International Health Regulations of the World Health Organization and other infectious diseases or contagious parasitic diseases if they are the subject of protection provisions applying to nationals of the Member States.

Article 6

Entry conditions for third-country nationals

1. For intended stays on the territory of the Member States of a duration of no more than 90 days in any 180-day period, which entails considering the 180-day period preceding each day of stay, the entry conditions for third-country nationals shall be the following:
. . .
(e) they are not considered to be a threat to public policy, internal security, public health or the international relations of any of the Member States, in particular where no alert has been issued in Member States’ national data bases for the purposes of refusing entry on the same grounds.

Article 8

Border checks on persons

1. Cross-border movement at external borders shall be subject to checks by border guards. Checks shall be carried out in accordance with this chapter.

The checks may also cover the means of transport and objects in the possession of the persons crossing the border. The law of the Member State concerned shall apply to any searches which are carried out.

2. On entry and on exit, persons enjoying the right of free movement under Union law shall be subject to the following checks:

For passports and travel documents containing a storage medium as referred to in Article 1(2) of Council Regulation (EC) No 2252/2004 ( 8 ), the authenticity of the chip data shall be checked.

(b) verification that a person enjoying the right of free movement under Union law is not considered to be a threat to the public policy, internal security, public health or international relations of any of the Member States, including by consulting the SIS and other relevant Union databases. This is without prejudice to the consultation of national and Interpol databases.

. . .

(vi) verification that the third-country national concerned, his or her means of transport and the objects he or she is transporting are not likely to jeopardise the public policy, internal security, public health or international relations of any of the Member States. Such verification shall include direct consultation of the data and alerts on persons and, where necessary, objects included in the SIS and other relevant Union databases, and the action to be performed, if any, as a result of an alert. This is without prejudice to the consultation of national and Interpol databases;


CHAPTER II

Temporary reintroduction of border control at internal borders

Article 25

General framework for the temporary reintroduction of border control at internal borders

1. Where, in the area without internal border control, there is a serious threat to public policy or internal security in a Member State, that Member State may exceptionally reintroduce border control at all or specific parts of its internal borders for a limited period of up to 30 days or for the foreseeable duration of the serious threat if its duration exceeds 30 days. The scope and duration of the temporary reintroduction of border control at internal borders shall not exceed what is strictly necessary to respond to the serious threat.

2. Border control at internal borders shall only be reintroduced as a last resort, and in accordance with Articles 27, 28 and 29. The criteria referred to, respectively, in Articles 26 and 30 shall be taken into account in each case where a decision on the reintroduction of border control at internal borders is considered pursuant, respectively, to Article 27, 28 or 29.

3. If the serious threat to public policy or internal security in the Member State concerned persists beyond the period provided for in paragraph 1 of this Article, that Member State may prolong border control at its internal borders, taking account of the criteria referred to in Article 26 and in accordance with Article 27, on the same grounds as those referred to in paragraph 1 of this Article and, taking into account any new elements, for renewable periods of up to 30 days.

4. The total period during which border control is reintroduced at internal borders, including any prolongation provided for under paragraph 3 of this Article, shall not exceed six months. Where there are exceptional circumstances as referred to in Article 29, that total period may be extended to a maximum length of two years, in accordance with paragraph 1 of that Article.

Article 26

Criteria for the temporary reintroduction of border control at internal borders

Where a Member State decides, as a last resort, on the temporary reintroduction of border control at one or more of its internal borders or at parts thereof, or decides to prolong such reintroduction, in accordance with Article 25 or Article 28(1), it shall assess the extent to which such a measure is likely to adequately remedy the threat to public policy or internal security, and shall assess the proportionality of the measure in relation to that threat. In making such an assessment, the Member State shall, in particular, take the following into account:

(a) the likely impact of any threats to its public policy or internal security, including following terrorist incidents or threats and including those posed by organised crime;

(b) the likely impact of such a measure on free movement of persons within the area without internal border control.

The frontier is not just closed to Spain, Portuguese nationals have not been able to come from the UK since this shut down started after the Christmas/New Year folly of opening up to tourism.. it brought in some money but also the UK varients bouncing the death toll near fourfold..
They won't be able to return for 'Pascoa' either..

FYI.

The Spanish government has extended its travel ban on journeys from countries outside the European Union (EU) and Schengen Area for a further one month. The restrictions, due to expire on March 31, will be extended until April 30, according to Spain's Official State Bulletin (BOE) on Monday.

The ban is on "non-essential travel between third nations outside the EU or associated Schengen countries" out of consideration for public order and health during the ongoing COVID-19 pandemic, the BOE said.

The BOE also said that the ban on travel to Spanish ports and airports from Britain will not be extended beyond March 31, allowing travel between the two countries for non-Spanish nationals or residents in the country to restart on April 1.

Our ETA into Palma is in early May. So, I really hope this ban is not extended into May.

I perceive that Spain will continue its alignment with the EU and Schengen country protocols for travel as to external border control.

For visa free travel to be availed to persons from the USA, there will from a political perspective be the need for reciprocity such that Europeans can have renewed visa free travel to the USA.

The EU and the USA are going through yet another wave of COVID. The EU is further behind the USA as to vaccinating its population. The USA will feel compelled to delay reopening up travel from Europe until the such region gains control of the pandemic in all of the Schengen. Which likely will not happen until late Fall 2021 .

Have you pursued obtaining a visa from a consulate of Spain? It takes time to get one if you can get one. One will need such to be able to board the plane, as under Covid visa free travel is suspended. They are being very restrictive of issuing such, as essentiality is a determination based on Spain's needs and not the traveler's perspective. Taking delivery of a pleasure yacht in a resort community, which yacht is stated to be an asset of a charter fleet which fleet is not of a Spanish business is not likely to pass muster for being a valid essential purpose. And such stated business purpose of entry will likely be cause for invoking Duty and VAT upon first arrival to Spain, instead of recreational temporary admission. Do you have an EU licensed charter business which is registered as the owner of the yacht? If the yacht is owned privately by a person and said person does not have a charter license then the yacht will be deemed personal recreational purpose which delivery would be non-essential.

Note that in June 2018, the EU implemented a 25% tariff duty of boats imported from the USA in retaliation for President Trumps Section 223 tariffs of aluminium imported from the EU. I am not sure if this retaliatory 25% import duty is still in effect. Note that VAT would be based on the value of the good [boat] at CIF plus the 25% duty. Thus the real effect of the 25% duty is 25% times about 1.2 or about 30% of its cost, insurance and freight value. The amount due would thus be CIF times 1.25 times about 1.2.

That means the all in entry charges could be about 50% of the boats delivered value, due upon arrival in order to clear customs. No joy getting caught in the cross fire of a tariff war; one becomes collateral damage.

From a Marine perspective, these counter measures include pleasure craft, specifically (this is based on a list published by the EU in March):
“CN” stands for Combined Nomenclature. It is the common nomenclature of the European Community and is an 8-digit product classification system used in export declarations and in statistical declarations for trade in the European Community.

Might need to be aware of this event..

Britons arriving at Alicante-Elche airport yesterday were said to have been refused entry into Spain, before being sent back to Manchester on the same plane. A sign in the terminal had been put up, which said: "No tie card, no entry".

A spokesman for the British embassy in Madrid said: "When making plans to travel from the UK to Spain, a UK national must make sure that they meet both the requirements to leave the UK and those to enter Spain, bearing in mind that they are not the same.

Spain reported an incidence rate of 149 cases per 100,000 people over 14 days. That’s up from 129 cases per 100,000 a week ago. That key pandemic indicator reached a peak of 900 at the end of January before dropping amid limits on travel and gatherings. This month the indicator levelled off and in recent days has started ticking higher.

PARIS — The number of patients in intensive care units in France is fast approaching a new peak. The French government count of COVID-19 patients in ICUs and hospital surveillance units climbed to 4,872 on Sunday night. That is just short of the last peak of 4,919 ICU cases on Nov. 16, when France was also gripped by a virus surge and was locked down in response.
The inexorable latest climb in ICU cases is again putting pressure on doctors, who are sounding the alarm that they may have to start turning patients away for ICU care.

LISBON, Portugal — Portugal is tightening its flight restrictions due to COVID-19, introducing stricter limits on arrivals from other European Union countries where the pandemic has worsened. The Interior Ministry announced Monday that people arriving from countries with an incidence rate of more than 500 per 100,000 population over 14 days must quarantine for two weeks and can only come on essential business.
That measure covers 11 EU countries, including France and Italy.
For another 15 EU countries with a case rate of more than 150 per 100,000, only essential travel is permitted to Portugal. Those countries include Germany and the Netherlands. Flights to and from the U.K. and Brazil remain prohibited except for repatriation flights.

For visa free travel to be availed to persons from the USA, there will from a political perspective be the need for reciprocity such that Europeans can have renewed visa free travel to the USA.

The EU and the USA are going through yet another wave of COVID. The EU is further behind the USA as to vaccinating its population. Have you pursued obtaining a visa from a consulate of Spain? It takes time to get one if you can get one. One will need such to be able to board the plane, as under Covid visa free travel is suspended. They are being very restrictive of issuing such, as essentiality is a determination based on Spain's needs and not the traveler's perspective. Taking delivery of a pleasure yacht in a resort community, which yacht is stated to be an asset of a charter fleet which fleet is not of a Spanish business is not likely to pass muster for being a valid essential purpose. And such stated business purpose of entry will likely be cause for invoking Duty and VAT upon first arrival to Spain, instead of recreational temporary admission. Do you have an EU licensed charter business which is registered as the owner of the yacht? If the yacht is owned privately by a person and said person does not have a charter license then the yacht will be deemed personal recreational purpose which delivery would be non-essential.

Note that in June 2018, the EU implemented a 25% tariff duty of boats imported from the USA in retaliation for President Trumps Section 223 tariffs of aluminium imported from the EU. I am not sure if this retaliatory 25% import duty is still in effect. Note that VAT would be based on the value of the good [boat] at CIF plus the 25% duty. Thus the real effect of the 25% duty is 25% times about 1.2 or about 30% of its cost, insurance and freight value. The amount due would thus be CIF times 1.25 times about 1.2.
