BREAKING || UNDOCUMENTED CHINESE NATIONALS -- The Philippine Coast Guard Station in Puerto Princesa City is holding 10 Chinese nationals who reportedly entered the city waters in Barangay Concepcion early Tuesday morning aboard a yacht direct from HongKong.

The yacht reportedly arrived in the area early Tuesday morning but was intercepted by a Coast Guard patrol that was alerted by local residents.

Official sources identified the Chinese nationals as Luo Xiao Giang, 34; Xu Yuan Sen, 21; Chen Zhen Gi, 65; Zhou Wei, 35; Chang Liu Ging,27; Zhao Jian Hui, 37; Lien Nua Wei, 27; Zhao Zhou Yin, 37; Luo Shui Sheng, 35; and Dengkang Zhang, 44.

Limited availability of rental cars for one-way

This is anecdotal. I just finished a delivery to Deltaville VA. For those who have not been there you can see the edge of the world from there. One-way car rental is how you get out. Sometime in the last few weeks (since last I needed a one-way rental) conditions have changed. Hertz simply will not book one-way rentals. Enterprise, widely used by many cruisers, has put limits and restrictions on one-way rentals. We were given a five-day minimum rental period and a very large drop-off few. In our case Budget was very accommodating but the nearest open office was in Newport News, an hour away.

Don't assume you can get a car.

Same experience here. The east coast USA is not doing one way car rentals.

Expect to return it to the office you rented from.

New York's, New Jersey's and Connecticut's travel advisory has been expanded to 31 states.

If you're traveling to those three states from the following states you must self-quarantine for 14 days:

AK, AL, AR, AZ, CA, DE, FL, GA, IA, ID, IN, KS, LA, MD, MO, MS, MT, NC, ND, NE, NM, NV, OH, OK, SC, TN, TX, UT, VA, WA, WI.

Visitors from more than half of the states must self-quarantine for 14 days when visiting New York, New Jersey, and Connecticut to slow the spread of COVID-19.

Governors Andrew Cuomo (D-NY), Ned Lamont (D-CT), and Phil Murphy (D-NJ) announced on Tuesday that travelers from ten states — Alaska, Delaware, Indiana, Maryland, Missouri, Montana, North Dakota, Nebraska, Virginia, and Washington — must abide by the tristate coronavirus travel restrictions. They join 21 other states whose residents already must quarantine when visiting.

As state have opened back up, some are now tightening restrictions, and travelers may not be free to come and go as they please amid the coronavirus pandemic.

USA TODAY has an update on the states that are discouraging interstate travel by requiring or recommending that visitors and residents returning from other states quarantine. And some states are requiring a recent, negative COVID-19 test in lieu of a blanket quarantine policy.

Some counties or municipalities have issued similar advice to travelers, so anyone looking to go on a road trip or take a summer vacation should check government websites for their destination and anywhere they plan to stop overnight.

Here are the states that require or recommend traveler quarantines:

There still remains great uncertainty as to the imposition of travel restrictions due to the pandemic. If you decide to go anywhere be prepared to have to stay there for a long duration and not be able to depart.



By way of example.

A couple is finally going home after their 5-day Caribbean vacation turned into a 5-month coronavirus lockdown

Turks and Caicos closed its borders in March to stop the spread of the coronavirus, stranding tourists who were visiting the islands.

The territory ended its lockdown on Wednesday, July 22 allowing tourists James Ohliger and Romane Recalde to return home to New York City after five months.

The Turks and Caicos Islands, which saw over 1.5 million tourists in 2019, is expected to lose $22 million a month because of the lockdown. The islands' economy is based almost entirely on tourism, particularly from the United States.

Princess Cruises has announced it is canceling all its sailings worldwide until mid-December with only one notable exception.
All sailings in Asia, the Caribbean, California, Hawaii, Mexico, Panama Canal, South America. Antarctica, Japan, and Tahiti/South Pacific will stay on pause, the company said in a news release Monday.

CDC's no-sail order in the US
These dates go far past the no-sail order date set by the US Centers of Disease Control and Prevention, which expires on September 30.
That order, extended on July 16, suspends "passenger operations on cruise ships with the capacity to carry at least 250 passengers in waters subject to US jurisdiction. It was originally set to expire on Friday.

The exception
There's one country in the Princess line-up that's been scheduled an earlier reprieve: Australia.
The cruise line said all trips in and out of Australia on their ships Majestic Princess, Regal Princess, Sapphire Princess, Sea Princess and Sun Princess can resume on October 31.

Massachusetts establishes new travel restrictions.

Beginning Aug. 1, all Massachusetts visitors, residents reentering the state and students returning to college in Massachusetts must fill out a travel form and quarantine for two weeks, Gov. Charlie Baker said Friday.

The exceptions are people arriving from one of the eight states designated as a COVID-19 lower-risk state or if the traveler can submit a negative COVID-19 test result that was administered no more than three days before arriving in Massachusetts.

If your test result hasn't been received when you arrive in Massachusetts, you must quarantine until getting the negative result, Baker said. Those who do not comply could be fined $500 per day.

The eight exempt states considered lower risk are New York, New Jersey, Connecticut, Maine, Rhode Island, Vermont, New Hampshire and Hawaii.

People returning to the UK from Spain (including islands) from midnight tonight (25 July 2020) will need to self-isolate for 2 weeks, with the country removed from the travel corridors list.

Following a significant change over the last week in both the level and pace of change in confirmed cases, Spain has been removed from the list of countries where people do not have to self-isolate when arriving into to the UK.

People currently on holiday in Spain are encouraged to follow the local rules, return home as normal and check the FCO’s travel advice pages on GOV.UK for further information.

FCO is advising against all but essential travel to mainland Spain – this does not cover the Canary Islands or the Balearic Islands because travel advice is based on the risk to the individual traveller and COVID-19 infection rates are lower there than mainland Spain.

People will still need to self-isolate when returning from anywhere in Spain as well as the Canary and Balearic Islands because self-isolation arrangements are put in place on the basis of risk to the UK as a whole.

A government spokesperson said:

The Joint Biosecurity Centre together with Public Health England have updated their coronavirus assessments of Spain based on the latest data. As a result, Spain has been removed from the lists of countries from which passengers arriving in England, Scotland, Wales and Northern Ireland are exempted from the need to self-isolate.

Protecting public health is our absolute priority and we have taken this decision to limit any potential spread to the UK.

We’ve always been clear that we would act immediately to remove a country where necessary. Both our list of quarantine exemptions and the FCO travel advice are being updated to reflect these latest risk assessments.

Changes to the exemption for people returning from Spain will take effect from midnight tonight, meaning anyone returning from midnight tonight will have to self-isolate.

The government has made consistently clear it will take decisive action if necessary to contain the virus, including if the public health risk of people returning from a particular country and not self-isolating becomes too high.

The devolved administrations have all taken the same decision today, so travellers arriving from Spain into all parts of the UK will need to self-isolate.

The government is urging employers to be understanding of those returning from Spain who now will need to self-isolate.

The reason is that current testing is still not 100% reliable. Here in NZ we are given that as the reason why people returning to the country are both quarantined for 14 days, and tested twice (day 3 and day 14). There is not much doubt that this reason is accurate.
