Mexico TIP / Running Letter

So thought I might be able to get some advice and maybe a service recommendation.

Purchasing a boat in the Caribbean and sailing back to US. The route will pass by Cancun and while we may go straight through, it would be nice to have the option to stop if the weather isn’t cooperating.

Problem is, by the time we need to start the voyage, it is highly unlikely we will have a USCG documentation number. It will still be processing. All we will have is a running letter.

Is there anyway to get a TIP for Mexico with just a bill of sale and running letter if you use an agent or do you need final documentation?

If anyone has experience or could recommend an agent to use, I’d appreciate it.

You just want to stay a night or two?

I'm no help, but the irony here is hard to ignore. So, Mexico is going by the book when it comes to accommodating a sailor, while it's obvious that other aspects of their border and immigration policy are...just a tad more relaxed.
