best way to buy a new or used boat in USA

This may be an old question....

My wife and I plan to sell everything a buy a 42-46ft catamaran. We currently live in Tennessee but will need to eventually be in California for work (at least part time). Plan to cruise the coast from Mexico to Seattle for up to a year with Cali being main home base. After that we may sail to HI or to South Pacific. No definitive plans as to the long term plan. Planning this transition in 2-3 years and trying to figure out how/where/when to buy a boat. We are considering ordering a new hull (FP Elba 45 ??) vs buying one a couple years old. As we will become live aboards at that time....where is the best state to buy? or is international better? What will we be liable for in California tax-wise? Daunting task to start planning but we have time and want to do it the right way.
