UK port of entry regs

Sailing from Iceland to Ireland in a few weeks from now and checking the places to visit while en route. The list of UK.GOV port of entry to UK names no port in Scotland thou.. However last summer we visited shortly Lerwick to fill diesel and would have been permitted to entry except the Covid ruled that out during that time. So what's the deal? Is the entry really as restricted as the official pages imply, or is it up to local authorities? We are an EU sailboat EU citizens on board.. and we are not going to fish two tons of cod which would give us permit to enter a dozen Scottish ports

The rules for recreational vessels with no cargo or passengers changed last year/early this year. Use the online system to report arrivals and plans.
