I'd like to sail the Greek Dodecanese islands in 2023, including Kos, Simi, Rhodes etc.
Should I be concerned about coming across migrants crossing from Turkey to Greece / EU?
Do you have recent experience?
What's the plan if we come across migrants in a boat?

Stay well away
Inform closest MRCC with coordinates of sighting
Continue to stay well away
You don't want your boat being swamped with panicky refugees. You wouldn't honour your duty as a skipper to care for the safety of your vessel and your crew and passengers. It would be unseamanly.

The feedback is few such boats are seen by yachties. Ive spoken to friends sailing there this year and there was little issue.
