possible boat buying dramas in italy ?

Am Australian resident looking at buying a boat in Italy, around Rome, but I have some concerns about the process that I am told it is complicated with lack of check and balances that may lead to possible graft and fraud issues.

Any experience and advise to avoid such issues and possible credible surveyors with HR experience in the area ??
