As stated in the web post, but strangely omitted from all the news media, both local and international, the Guna Yala community played a major role in the caputure per the cited reference.
The San Ignacio De Tupile community secretary, Javier Morris, stated the entire population (Guna Yala community of San Ignacio De Tupile) itself activated the alert which ultimately led to the capture of the suspects.

In the case of Guna Yala, or similar low crime areas, I think the best thing todo is be concious of not getting too lax in awareness/security.
Similar situations have happened in Belize and Bocas del Toro. Normally trouble free areas for cruisers which suddenly had brutal attacks.

Works that way in Guatemala..."justice" can be extremely fast there. There is a severe shortage of law enforcement (or any other public services for that matter). The little village where I lived for many years had zero public services (no fire dept, no medical, no public utlities, no police, no nada). The village itself took care of everything...including "justice". Thats the norm in most of Guate.

While I think reporting incidents is good, realistically any anti-piracy phone number will only be useful for that purpose. Local VHF/SSB or phone #s likely to be more useful in an emergency.

02.05.2019:Apprx 0730 UTC Posn: 09:16.40N – 078:07.45W, Around 1.9NM ENE of San Ignacio De Tupile, Panama
The IMB Piracy Reporting Centre received a distress call from a family on an anchored pleasure boat indicating that unknown persons had boarded the boat, shot and killed one person and injured the other. Two other family members were unharmed. The IMB Piracy Reporting Centre (PRC) immediately informed the Panamanian Authorities who dispatched a patrol boat to the location to render assistance. The IMB PRC continued to liaise with the authorities and the family on the boat until the marine police boat arrived at location and rendered medical assistance.
Every cruiser should know IMB PRC 24-hour Anti Piracy HELPLINE telephone number: + 60 3 2031 0014. If their VHF call gets no response or is broke, this is an excellent backup number to have.

Americans own nearly half of all the civilian-owned guns in the world; and on a per capita basis, the US has far more guns than any other nation. Among the other nations with the most firearms are Serbia, Yemen, Switzerland, and Saudi Arabia.
There are only three countries, however, whose citizens have a constitutional right to keep and bear arms: Mexico, Guatemala, and the United States.
The US is the only country with a right to keep and bear arms, with no constitutional restrictions.
Mexicans have a right to buy guns, but they must contend with a vague federal law that determines "the cases, conditions, requirements, and places in which the carrying of arms will be authorized." Perhaps the biggest hurdle of all is that there is only one shop, in the entire country, where Mexicans can legally go to buy guns, and it's located on a heavily guarded army base in Mexico City.
Guatemala permits gun ownership, but with severe restrictions.
Six other countries (Bolivia, Costa Rica, Colombia, Honduras, Nicaragua, & Liberia) used to have a constitutional right to bear arms, but they've since repealed those laws.

In the small town of Fronteras, Guatemala there are 3 gun stores. They seem to carry mostly semi auto pistols and pistol grip 12ga pump shotguns.
