That is true. I do not want to hijack the thread but had to correct misleading info that can get people in trouble.
As in other countries, the benefit of importing a foreign-made boat tax-free to the US just because "it has been formally imported there before" is given to whoever exported it, not to anyone else. This bit is exactly the same as "returned goods relief" in European VAT.
Another similarity is that lots of people get away with not paying US duty, but that does not mean their boat is exempt.
US flag ("USCG documentation") neither requires nor proves compliance with payment of duty. Moreover, if you look at the rules you will find that flag is irrelevant to duty status.
There are very few enforcement cases but the Feds can be nasty in those cases...
