Well, $10K is a bit below where the market is today. But not impossible.
My wife and I have bought and fixed a half a dozen sailboats. When looking at getting a fixer-upper, it is important to understand what work you can or want to do yourself. Our preferred and most successful approach is to find a boat with a "Major Problem", that we felt competent to fix. But, is otherwise a good boat.
Our biggest mistakes have been with "neglected" boats that have just been sitting for a long time. These have all cost us a lot more in time and money than planed for. We are just finishing up one of these "neglected boats" and will be selling her. She could probably cross an ocean. Heck, 14' boats have sailed around the world. But, some didn't make it...
Our 1980 Baba 30 will be on the market in the next month or two. She will be more in the $20K range, with more work still to do. But, she has a fresh Beta engine, a faired and barrier coated hull, newer standing rigging and hardware, and a new A/C unit.

I think folks are overlooking the contradiction here.
OP plans "to travel the World" to find a $10k boat!
Really?
I wonder what all that travelling will cost?
Could be it's better to search within say 100 -200 miles of his location if his budget is $10k or add in the travel money and get say a $15K boat

You said anywhere in the world , I don’t know where you’re based out of you can buy boats all day long for 10 or 20 grand walk to docks, shouldn’t be an issue at all ,Here in the Pacific Northwest USA Anyways ,There is a thread on this forum that’s been going for over 250 pages about boats under 30,000 , I looked at one on craigslist a few days ago brand new betta engine 50 foot boat ready to go .15 grand

Flop down 20~25K cash on some 30K asking price...majority will sell.
Many say....well...I have others interested. OK then....why didn't you sell then? I have cash now.
Don't go with a broker...middleman. Everybody wants a piece of the action but come repair time...no one wants to chip in! Hell with brokers. Talk for yourself.

I’m not sure what you mean by Coast Guard Certification. If you mean they had required safety equipment aboard you aren’t talking about much equipment. If you are talking about a Number attached permanently to the interior of the boat that’s just a Registration Number in lieu of State Registration. The advantage of a a Coast Guard Documentation number is the boat is considered a US Flagged Vessel. It has many protections when sailing in foreign waters. It is considered part of the US and all local laws will acknowledge the vessel be given all the rights afforded to a US Citizen.

Nope, whether or not State registration is required, 98% of the time ignores whether the boat CG documented or not.
It does make any other **titles** redundant.

Many states accept Documentation in lieu of State Titles. I have owned to boats which were Documented only.!

Yes, title is the key word there, as opposed to registration.
And yes these issues - as well as fees, property taxes etc - vary greatly state by state, both as to the written requirements, and to how strictly they are enforced.
But afaik there is no state where CG documentation is accepted "in lieu of State Registration"
That is all I was saying...
