Leopard again

Any info on a rudder removal from a 46? It looks to me like the lower rudder bearing is excessively tight on the shaft and spinning in the tube. Rudder drops 1/2' then no more. I would like to know if this is a previously encountered problem before I open the hydraulic ram box of tricks. I have removed the through bolt from the thrust bush as well as the key, everything slide well except for the damn rudder.
