These provide an average picture of historic wind and
current information by month. They are biased low because mariners typically try to avoid bad
weather. There is also some debate about whether the historical records on which they are based are still valid, but they do still provide a good general picture.
You may also want to look at
Ocean Passages for the World, a
government publication that provides similar information or the
commercial books by Jimmy Cornell that are based on these datasets and focused on
small boat cruising.
