For future reference for anyone who might
google this....
The problem was indeed within the
solar panel. There are 4 terminals on the panel, between terminals 1&2, and 3&4 I was able to read the same 9.54 voltage output. But when measuring the
current I saw 6.7 amps between 1&2, and 0.2 amps between 3&4. So if you see this on your panel, it may be toast. (I also individually tested the diodes, and they were ok.)
I picked up a used
Kyocera 130, which has the same dimensions as my old KC-120. I installed it, and with the
Solar Boost controller from Blue Sky I saw a top output reading of 8.8 amps today. I am a happy camper.
