One leg is still in perfect condition. It should be good for half of its rating. Just use it in a circuit with lower amperage requirements.

(I don't use emojis, you figure out if I'm serious or not.)

You can use it, but probably should add it to the list of things you are saving up to spend money for on the "not counting" refit list.

It's still good.

For aesthetic reasons only, I'd suggest getting a plastic welding kit and practicing with it. Once you've got the feel, build up the missing bit of plastic, then polish so the finish matches.

$20 for the welding kit, and a few hours of work & she'll look as good as new.

No way should you replace the fuse. Replace the fuse holder and the reason why you have a short or crossed ground.
A new fuse may an actual fuse for the fire.

Since the OP is on a tight budget, if he wraps that fuse with enough alu foil he can increase the capacity and use it on a larger circuit!
