All three of my batteries are connected together on the negative connector. I have two enngine. I believe the battery that doesn't charge fully is the house battery

What sort of charger do you have?

Brand?
Model?
Amps?

Do you know what your normal current draw is from the house battery?

Since yours are new,
I'd disconnect all positive terminals,
And check individual batteries.

Multimeter at 13.2 is half charged. Fully charged is 13.65 to 13.80
check each one.

If they are flooded cell batteries, pop the caps provided they have them and check these batteries cell to cell for consistent specific gravity values.
I anticipate you'll find two are similar in Specific gravity reading while 1 is not.
You'll need a specific gravity tester.

Take that battery and charge it Compleatly, the low one.

Then check its readings, should be similar to the other two good ones.
If it still doesn't read within 10 points the same it's compromised.
New batts.can be flawed, not to often although.

After that check, and changes as needed, look in your charge system for an ACR charging relay.
These are usually a the problem.
Although there are other possibilities.

When running with the engine your charge volts at the batteries, should be about 14.4 vts
Don't trust that volt meter gauge on your dash, till its readings are confirmed.

Naut Home all good advice from members trying to help you out. You really need to figure out how your batteries are connected to the alternators an shore power charger. As note you may only have 2 battery banks on with two batteries and one with one. Are any of the batteries positive post connected? I believe you said you had two battery switches. how are they connect to the batteries. How are the battery selector switches? You need to identify which battery is for the port engine, starboard engine and the house battery. It is common to have the negative post of the battery connected to each other.

Exchange the good one with a bad one and see or the good one becomes the bad one Than you will know if it's the battery or the charging system

There may be a tag on it for ID
Model number should be on it, and Manufacturer.

Here's a schematic of the batteries on a Chaparrel Signature 280, I suspect it is probably identical to yours at one time but as mentioned the thing about boats is they can be changed around or even just "tinkered with" so the only actual way you can be sure is to trace each wire on the boat in question.

As far as advice, that really depends on verification with how your system is actually hooked up and everything hooked up properly so I'll hold off on saying anything until it is confirmed this is how yours looks.
