LEDs are inherently polarized - the electrons can only flow in one direction through the diode to create light. In the better LED bulbs there is a regulator, which also only works in one polarity. Some LED lights have four diodes at the inlet which allows them to be insensitive to the polarity of the power; others don't have those diodes and require the proper polarity. So if one has a festoon LED bulb and puts it in a socket and it doesn't work then the obvious thing to do is reverse the bulb and see if it then works (which would indicate that it does not have those diodes installed).
