Ahoy,
If you can find a Radio Shack, or equivalent, they sell project notebooks that will describe step by step how to build your own RC circuit to trip a relay. The projects come complete with Radio Shack parts lists to get everything you need. Those notebooks also have a number of other DIY projects to keep yourself occupied on the rare day your boat is not consuming all your free time in maintenance tasks.

Do not use the air "suction cup" delay type on a boat. Although they are attractive for simplicity and not needing any electronics, the three we had on our boat were a maintenance problem. Had to disassemble and cleaned thoroughly on a yearly basis.

For me about $13 including shipping.
he lists 15amp 12vdc
so how much amps does a toilet motor draw?
Is adjustable you tell him the range you want.

I have noticed the same issue, like to see it run longer. People dont want to hold it down.
