folding bike battery charger

I've been wanting to build this for a while, finally did. Version 1 is not getting enough resistance to pedaling, too easy to max out my cadence and only getting about 200 watts top end into the batteries. I could make the driven pulley smaller, but would a boost converter solve this problem too? Right now it's a $50 e-skateboard motor connected to a $20 rectifier, then right to the lithium bank. EE isn't my strong point, but I think if I could boost the voltage, it would make it harder to pedal? Maybe this..

The idea is to give the legs some exercise, and a decent (if very unlikely) source of emergency backup power.
Longer term, I'd like to mount it onto something that keeps it level, for use in a seaway. I think it could power itself for this purpose, but would have to be a clever design to keep small storage space. Right now it folds down flat.
