Charg controller readout

Why is the charge controller readout showing a higher voltage (1.8 to 2.3) that what is measured at the batteries with a multimeter?
Is the charge controller showing the voltage coming from the solar or the battery voltage?

Not 1.8 or 2.3 but 0.18 & 0.23

Because you have a 0.2v drop between the solar controller and batteries? Seems normal with current flowing. Would be same voltage at night.
