It is definitely illegal to attempt to sell a foreign registered boat in the US without putting in that disclaimer and I think the sale has to be completed offshore. They simply take the boat out past the territorial waters and sign the paperwork. Customs has seized boats recently for lack of this disclaimer. However being Canadian built it may be legal under NAFTA. I just don't know. And I hear you can simply pay the 1.5% US import duty and leave the boat foreign registered and then you are OK as well because now it is legally imported.
