The real problem is in trying to bring the sheet across the
deck... the solution they came up with isn't terrible, it's pretty much par for the course.
A better solution is possible, but it depends on how aggressive you want to get. The rub strikes were installed to keep the sheet from abrading on the
deck, so you know the crown of the deck is above the fall of the line. So you need something standing proud of it to keep it off the deck.
Ideally you could remove the strikes and replace them with fairleads that will maintain enoug rise to keep the sheet off the deck, while containing it and preventing it from just flopping around. For this take a look at

Installing these on top of the strikes will
work, but it will also increase the friction in the system as the line compresses a top the leads.
I am not sure what's going on with the clutches, but if I a man visualizing it correctly it's a slack line problem? In which case these will help contain it somewha, as would adding blocks.
