Main halyard masthead attachment wear

During my last trip up to the top of our mast on our Lipari I noticed excessive wear where the stainless steel main halyard shackle attached to the aluminum masthead.

Have others had this problem and do you have solutions you could suggest?

Weld up the holes and redrill to appropriate size , then a reinforcing washer ( Alu ) could be welded on over rthe holes

What is that hole above? Could you put a longer shackle to reach it?
