World Chart missing/opencpn/rPi

I am setting up a new raspberry Pi 3, with a fresh NOOBS install, and OpenCPN 4.4. I have it running and the chart downloader works well. The only thing I am beating my head against a wall over is the large scale world chart is not there.
I have downloaded the larger zip file from OpenCPN for the world chart and extracted it into the home/pi/OpenCPN folder, the ..OpenCPN/GSHHS and a OpenCPN/data/gshhs/ folder, and despite this, I still see a world of water, except for where I have a raster chart downloaded.

The program, opencpn works, I just cant get past this.

In a linux system you will probably find them in:

/usr/share/opencpn/gshhs
