Follow-Up:
I have a Brookhouse
NMEA Multiplexer with a Prolific
Serial to USB chip in it. Windows 10 does have a driver for it, but that doesn't seem to work with counter fit chips as well as older genuine Prolific chips. Error message:
"This Device cannot start (Code 10)" .
I had to downgrade to a 1.5 version of the driver. A simple downgrade didn't work, I had to uninstall the driver, I also selected the option to delete the driver-install files, unplug, reboot, then run the setup routine for the older driver.
Works now just fine.
I used the 64 bit version from this website:
Family Software Drag Racing - Newsletter#37, Prolific PL-2303 Driver Solution for Code 10
Their install also avoids automatic updates for this driver.
